양극화시기 어떤 유권자가 의원 집단과 유사한 정치적 선호를 가지고 있는가? - 이슈태도의 구조와 일관성을 중심으로 -
본 연구에서는 양극화시기에 진보와 보수 성향 유권자의 이슈태도 체계(즉, 이슈태도들 의 구조 및 이데올로기적 일관성)가 정치 엘리트의 이슈태도 체계와 유사해진다는 주장이 한국정치에서도 적실성이 있는지를 살펴보았다. 연구 결과, 2000년대 초반 노무현 정부 시 기보다 이명박, 박근혜 정부 시기에 주요 이슈들에 대한 거대 양당 의원들의 이슈태도에 양극화 경향이 심화된 것으로 나타났다. 그리고 의원들의 이슈태도에 양극화 경향이 심화 된 2000년대 후반 이후로 중도 유권자에 비해 진보와 보수 성향 유권자의 이슈태도 체계가 의원 집단의 이슈태도 체계와 유사해진 것으로 나타났다. 따라서 양극화 이전 시기에 비해 의원들이 양극화되는 시기에 진보 및 보수 성향 유권자와 의원들의 정치적 선호에 유사성 이 훨씬 더 커진다는 것을 보여준다. 기존연구에 의하면 시기는 다르지만 미국에서도 정치 엘리트의 양극화시기에 이와 동일한 현상이 유권자 집단에서 나타났다. 따라서 정치 엘리 트의 양극화는 유권자 이슈태도 체계의 변화와 관련된 외생적 요인이라는 것을 시사한다.
In the Era of Polarization Which Voters have Political Preferences Similar to Congressmen? : A Study of Political Elites' Polarization and Voters' Issue Attitude System
When issue attitudes are ideologically consistent and have their structures, we can call it a system. This study examines whether liberal and conservative voters come to have an issue attitude system similar to their political elites' in the era of political polarization in Korea. The study finds that (a) since the mid-2000s the two major political parties' issue attitudes have been polarizing; (b) during this period, it is liberals and conservatives among Korean voters who held an issue attitude system similar to their Congressmen; (c) contrary to this, the similarity of their issue attitude systems between moderate voters and Congressmen did not increase. Extant literature shows that the same changes appeared among American voters in the era of political elites' polarization. Thus, it seems that political elites' polarization is an exogenous factor that is related to changes in voters' issue attitude system.
