한국 ‘정치영역에서의 여성폭력(Violence against Women in Politics)’ 양상과 제도적 대응 방안 연구

본 연구의 목적은 한국 ‘정치영역에서의 여성폭력(violence against women in politics)’ 양 상을 살펴보고 제도적 대응 방안을 모색하는 것이다. 분석에 활용한 주요 자료는 국회의원, 지방의원, 보좌관, 당직자 등을 포함한 여성정치인 10명과 심층면접을 통해 수집되었다. 주 요 연구결과는 다음과 같다. 첫째, 이론적 논의에서는 ‘정치영역에서의 여성폭력(VAWIP)’은 가해자의 개인적 일탈이 아니라 젠더 관계에서 발생하는 구조적 차별이라는 점을 강조한 다. 둘째, 한국의 정치영역에서 여성에 대한 신체적, 심리적, 상징적 폭력이 발생하고 있음을 보여준다. 신체접촉 및 추행, 성적 대상화, 외모 평가, 성차별 등을 통해 여성들이 정치에 부 적합하다는 메시지를 양산하고 여성의 정치적 탈역량화(disempowerment)를 초래하고 있다. 또한 채용, 해고, 공천의 불이익 때문에 폭력이 가려지고 있음을 보여준다. 셋째, 해외의 대표적인 제도적 노력은 볼리비아 등 남미에서 정치 영역에서의 여성폭력을 범죄화한 법 률의 제정과 개정, 선거제도 개정 등을 들 수 있다. 마지막으로 제도적 대응 방안으로 가해 자에 대한 무관용과 강력한 처벌, 성폭력 예방교육의 강화 및 의무화, ‘정치영역에서의 여 성폭력(VAWIP)’을 범죄화하는 법률의 제정 혹은 관계법의 개정, 여성정치인들의 연대를 제안하였다.

A Study on ‘Violence against Women in Politics’ in Korea

This study aims to explore the reality of 'violence against women in politics(VAWIP)' in Korea and to suggest policy alternatives to the problem. In doing so, the study conducted in-depth interviews with 10 women politicians. The major results of the study are as follows. First, this study argues that VAWIP is not a personal deviation of the perpetrator, but a structural one resulted from being a woman. Second, it shows that there have been happening physical, psychological, and symbolic VAWIP in Korea. Gendered ways like sexual harassment, sexual objectification, appearance evaluation, etc. produce messages that women are inappropriate for politics and result in disempowerment of women politicians. The study also shows that VAWIP is hard to disclose because employment or official nomination of women in politics are under the control of male-domination. Third, best practice cases aborad include the enactment and revision of laws criminalizing VAWIP and revision of the electoral system in Latin American countries such as Bolivia. Lastly, this study suggests, as institutional measures to VAWIP, zero tolerance and strong punishment for perpetrators, strengthening and compulsory education sexual violence prevention, laws criminalizing VAWIP, and the solidarity of female politicians.
