누가 왜 현행 대통령제를 선호하는가?
본 연구의 목적은 한국의 유권자들이 어떠한 이유로 현행 대통령제에 대한 선호 여부를 결정하는가를 경험적으로 분석하는 데 있다. 지금까지 한국에서 대통령제에 관한 연구는 다양한 차원에서 이루어져 왔다. 하지만 유권자들이 어떠한 이유로 현행 대통령제를 선호 하는가에 관한 경험적 연구는 제대로 이루어지지 못하였다. 상황이 이렇다 보니 현행 대통 령제를 유권자들이 어떻게 인식하고 있는가에 대한 경험적 근거를 제대로 제시하지 못한 채 제왕적 대통령제, 청와대 정부라는 용어가 일상적으로 사용되고 있다. 본 연구의 결과, 한국의 유권자는 현행 대통령제에 대한 선호 여부를 결정하는 데 있어 민주주의 원칙에 대한 평가와 국회에 대한 불만과 같은 요인을 대통령의 국정 운영, 경제 상황, 코로나19 대응 등과 같은 상황적인 요인보다 더 중시한다는 점을 확인할 수 있었다. 뿐만 아니라 최근에 정파적인 요인과 큰 상관없이 전반적으로 현행 대통령제에 대하여 비 판적인 인식이 커지는 방향으로 변화가 일어나고 있다는 점도 목격할 수 있었다. 본 연구 는 한국에서 현행 대통령제에 대한 비판과 연계한 개헌 논의가 지속해서 제기되고 있는 상 황 속에서 유권자의 요구와 인식에 근거한 생산적 논의와 사회적 합의를 끌어낼 수 있는 실마리를 제공할 수 있다는 점에서 의의가 있다.
What Determines Voters’ Preference for the Current Presidential System in Korea?
The purpose of this study is to empirically analyze what Korean voters decide their preference for the current presidential system. Until now, existing research on the presidential system in Korea has been conducted at various levels. However, empirical studies on why voters prefer the current presidential system have not been properly conducted. In this situation, the terms ‘imperial presidential system’ and ‘the Blue House(Cheongwadae) government’ are used routinely without a proper analysis of voters’ perception for the current presidential system. As a result of this study, it was confirmed that evaluation of democratic principles and dissatisfaction with the National Assembly had a more significant influence on the preference of Korean voters for the current presidential system than situational factors such as the president's management for national affairs, economic situation, and response to COVID-19. In addition, it was possible to witness that changes are have been taking place in the direction of increasing critical perception of the current presidential system regardless of partisan factors. This study can provide a starting point for a productive discussion and social consensus based on the needs and perceptions of voters regarding the debate on constitutional amendment linked to criticism of the the current presidential system.
