지방의회 입법 활동과 지방정부의 구조와 경쟁 : 2008~2020년 17개 광역의회 패널데이터 분석
본 논문은 지방의회 입법 활동에 영향을 미치는 단점정부와 분점정부의 지방정부 구조 와 정당 간 경쟁에 대해 논의하였다. 지방의회의 입법 활동은 진정한 지역 자치를 실현하 는 지방자치의 가장 핵심적인 활동이다. 하지만 지방의회의 조례안 발의 건수는 여전히 지 방자치 단체장이 제출한 조례안 건수에 비해 상대적으로 낮고 지방의회의 입법 활동은 여 전히 부진하다. 지방의회 입법 활동을 평가하기 위한 기존의 연구들은 분석의 대상을 일부 지방자치단체에 한정하고 있으며 전국의 모든 광역의회를 비교적 시작에서 분석한 연구는 소수이다. 또한, 지방의회의 입법 활동에 대한 실증적 연구들은 지방의회의 제도적 측면이 나 지방의회 의원의 개인적 역량에만 초점을 맞추고 있다. 본 연구는 2008년부터 2020년까 지 17개 전국 광역의회의 입법 활동을 대상으로 단점정부와 분점정부의 지방정부 구조와 정당 간 경쟁이 광역의회 입법 활동에 어떠한 영향을 주고 있는지 분석하였다. 분석결과 분점정부보다 단점정부에서 의원 1인당 조례안 발의 건수가 높게 나타났다. 또한 정당 간 경쟁은 단점정부와 분점정부에서 입법활동에 상이한 영향을 주고 있음을 발견하였다. 단점 정부에서는 정당 간 경쟁이 낮을수록 광역의회에서 입법 활동이 활발하게 나타났으며 분 점정부에서는 정당 간 경쟁이 높을수록 광역의회의 입법 활동이 활발하게 나타났다.
The Legislative Activities of Local Councils, and the Structure and Competition of Local Governments : a Panel Data Analysis on 17 Provincial Councils, 2008-2020
This paper discusses how the structure of local governments and the level of party competition influence the legislative activities of local councils. Legislative activity is one of the most essential elements for realizing local autonomy at the grass-roots level. However, ordinances proposed by local councils are still relatively few in comparison to those proposed by the head of local governments. Existing studies have examined the legislative activities of local councils, focusing only on a small number of local governments and analyzing only their institutional aspects or personal capabilities of local councils. This paper explores how unified or divided local governments and arty competition affect the legislative activities of provincial councils, from 2008 to 2020. This paper finds that unified governments have more favorable legislative conditions than divided governments, and that party competition increases the legislative activities of divided local governments, whereas it decreases those of unified local governments.
