정당지도부의 국회 본회의 대정부질문자 선정 요인 : 제16대~제19대 국회를 중심으로
정당의 원내대표는 대정부질문자로 나설 의원들을 선정하는데, 왜 어떤 의원은 임기 동 안 여러 차례 대정부질문자로 선정되는 반면에, 어떤 의원은 단 한 차례도 대정부질문자로 선정되지 못하는가? 본 연구의 목적은 제16대~제19대 국회에서 어떤 의원들이 대정부질문 자로 많이 선정되는지를 분석하는데 있다. 본 연구는 의원의 지역구 대표 여부, 선수, 원내· 외 당직이 대정부질문자 선정에 영향을 미친다고 주장한다. 분석결과, 지역구 의원, 초선의 원, 원내·외 당직을 맡은 의원이 대정부질문자로 선정되는 횟수가 많았다. 그리고 여야에 따라 지역구 대표와 당직이 대정부질문자 선정에 미치는 영향에 차이가 있었다. 반면에, 선수의 효과는 여야에서 모두 초선의원이 높게 나타났다. 또한, 거대 양당의 대정부질문자 로 나선 의원들 간에는 이념적 양극화가 뚜렷했다. 본 연구의 의의는 최초로 대정부질문자 에 관한 데이터베이스를 구축하여 경험적인 분석을 시도했다는데 있다.
The Factor of the Party Leadership's Selection of Interpellator : Focusing on the 16th to 19th National Assembly
The floor leader of a political party has the authority to select the interpellators among its members. Why are some members selected as the interpellators several times during their term of office, while others are not selected as them even once? The purpose of this article is to analyze which members are selected as them in the 16th to 19th National Assembly. I argue that the district representatives, term, party leadership position affect the selection of them. The empirical results show that the member elected by the single member district, low-term members and member of the party leadership were often selected as them. In addition, depending on the ruling and opposition parties, there was a difference in the effect of district representatives and party leadership position on the selection of interpellators. On the other hand, there was a high probability that the freshmen would be selected as an interpellators in the ruling and opposition parties. Also, the interpellators of the two major parties are ideologically polarized. The significance of this study is that it attempted empirical analysis by establishing a database on the interpellators.
